Boston Branch NAACP. Atkins Plan.

Created primarily by executive director Thomas Atkins, it calls for desegregating Boston school by re-drawing school district lines and reassigning students in just 16 schools, and without busing large numbers of students. The plan is immediately rejected by the school committee, prompting to NAACP member Hubie Jones to later declare, “If the Boston School Committee had acted, the course of history would have been very different.”
